DENVER – Wednesday, June 24, 2015 – Gov. John Hickenlooper today announced several Boards and Commissions appointments to the Developmental Disabilities Council, the State Board of Nursing, the State Medical Assistance and Services Advisory Council, the State Rehabilitation Council, the Southern Ute Indian Tribe/State of Colorado Environmental Control Commission, the Board of Trustees for the Colorado School for the Deaf and the Blind and the Board of Assessment Appeals.

The Developmental Disabilities Council is responsible for coordinating services and advocating for persons with developmental disabilities. For a term expiring July 1, 2017:

  • Robert Michael Buzogany of Littleton, Colorado, to serve as a parent, guardian, or family member of a child with developmental disabilities, and occasioned by the resignation of Lisa M. Kramer of Littleton, Colorado, appointed;

for terms expiring July 1, 2018:

  • Shannon Pilar Zimmerman of Lakewood, Colorado, to serve as a parent of a person with developmental disabilities, appointed;
  • Anuska Monique Ullal of Golden, Colorado, to serve as a family member or guardian of persons with mentally impairing developmental disabilities, appointed;
  • Sandra L. Friedman, MD, MPH of Denver, Colorado, to serve as a representative of university centers for excellence in developmental disabilities education, research, and service, appointed;
  • Sarah E. Metsch of Castle Rock, Colorado, to serve as a person with a developmental disability, appointed;
  • Lisa Schwartz Franklin of Highlands Ranch, Colorado, to serve as a representative of private nonprofit groups concerned with services and supports for persons with developmental disabilities, appointed;
  • Melissa Ann Mannix of Idaho Springs, Colorado, to serve as a person with developmental disabilities, reappointed;
  • Gina Herrera Quintana of Lakewood, Colorado, to serve as a representative of a state agency that administers funds provided under the federal “individuals with Disabilities Education Act”, reappointed;
  • Barbara D. Ramsey of Denver, Colorado, to serve as a representative of a state agency that administers funds provided under Titles V and XIX of the federal “Social Security Act” for persons with developmental disabilities, reappointed.

The State Board of Nursing examines and licenses registered and practical nurses.  The Board also approves nursing programs and standards, and investigates complaints filed against nurses. For terms expiring July 1, 2019:

  • Kristine Lynn Reuss, RN, PhD of Grand Junction, Colorado to serve as a licensed professional nurse who is engaged in professional nursing education, appointed;
  • Wendy Louise Colon of Commerce City, Colorado to serve as a licensed professional nurse who is employed as a staff nurse in a hospital, reappointed;
  • Theresa Louise Lindsey, RN, BSN of Westminster, Colorado to serve as a licensed practical nurse, reappointed.

The State Medical Assistance and Services Advisory Council assists the Department of Health Care Policy and Financing in the preparation and implementation of a comprehensive medical plan for low-income families. For a term expiring November 11, 2018:

  • Daniel Scales, Pharm D. of Denver, Colorado, a pharmacist licensed in the State, appointed.

The State Rehabilitation Council advises State Rehabilitation Services on the provision of appropriate and quality services to its customers.  A majority of its members must be persons with disabilities.  The Council operates under the Rehabilitation Act of 1973 and C.R.S. 26-8-101-106. For a term expiring August 1, 2017:

  • Anna S. French of Denver, Colorado, to serve as a representative of a client assistance program, appointed;

for terms expiring August 1, 2018:

  • Katherine Ann Carol of Denver, Colorado, to serve as a parent of an individual with disabilities, appointed;
  • Emelda “Bing” Lopez Walker, PhD of Golden, Colorado, to serve as a designee of the Director of the Colorado Division of Vocational Rehabilitation and who shall serve as an ex-officio, non-voting member of the Council, appointed;
  • Julie Cee Farrar of Denver, Colorado, to serve as a representative of the Colorado Developmental Disabilities Council, appointed;
  • Stephanie J.  Steffens-Veck of Parker, Colorado, to serve as a representative from the Colorado Workforce Development Council, appointed.

The Southern Ute Indian Tribe/State of Colorado Environmental Control Commission works to adopt air quality standards and rules pertaining to the reservation air program and Colorado State Statute 25-7-1303. For a term expiring July 1, 2018:

  • Peter Butler of Durango, Colorado, reappointed.

The Board of Trustees for the Colorado School for the Deaf and the Blind advises and consults with the Commissioner of Education regarding the management of the school and the education of its students. For a term expiring July 1, 2019:

  • Brent C. Batron of Centennial, Colorado, a Democrat, appointed.

The Board of Assessment Appeals hears appeals filed by real and personal property owners on the valuation placed on their property. For terms expiring July 1, 2016:

  • Sondra Winterhof Mercier of Westminster, Colorado, reappointed;
  • MaryKay Kelley of Silverthorne, Colorado, reappointed;
  • Ann Louesa Maricle of Denver, Colorado reappointed;
  • Gregg A. Near of Lakewood, Colorado, reappointed;
  • Amy J. Williams, MAI of Hayden, Colorado, a member engaged in agriculture, reappointed;

for terms expiring July 1, 2019:

  • Diane Marie DeVries of Wheat Ridge Colorado, reappointed;
  • James R. Meurer of Golden, Colorado, reappointed.
