DENVER — Thursday, July 16, 2015 —Gov. John Hickenlooper today announced Boards and Commissions appointments to the Colorado Interagency Coordinating Council, Disability-Benefit Support Contract Committee, Colorado Human Trafficking Council and Mental Health Advisory Board for Service Standards and Regulations.

The Colorado Interagency Coordinating Council advises the Colorado Department of Human Services on the implementation of the Individuals with Disabilities Education Act of 2004.  Part C of the Act relates to the support and services for infants and toddlers with disabilities and their families. For a term expiring June 30, 2016:

  • Susan M. Edgley of Denver, to serve as a parent of an infant or toddler with disabilities, and occasioned by the resignation of Shannon P. Zimmerman of Westminster, appointed;

for terms expiring June 30, 2017:

  • Christine Rinebarger of Colorado Springs, to serve as a representative of a parent of an infant or toddler with disabilities, reappointed;
  • Leighann McLaughlin of Steamboat Springs,to serve as a representative of a rural parent of an infant or toddler with disabilities, reappointed;
  • Marcia Kristine Andersen of Greeley, to serve as a parent of an infant or toddler with disabilities, reappointed;
  • Charise Maria Hunter of Ignacio, to serve as a representative of the Colorado Commission on Indian Affairs, appointed;
  • Amanda Delizzio Kute of Colorado Springs, to serve as a service provider of early intervention services, appointed;
  • Andrew Woglom of Denver, to serve as a representative of a parent of an infant or toddler with disabilities, appointed;
  • Roanna Lynn Davis of Brighton, to serve as a representative of a provider of early intervention services, appointed;
  • Jessica Suzanne Beltran, to serve as a service provider of early intervention services, appointed;
  • Michael David Gagliardi of Colorado Springs, to serve as a parent of an infant or toddler with disabilities, appointed;

for a term expiring at the pleasure of the governor:

  • Deborah Sue Gray of Littleton, to serve as a representative of the Colorado Department of Human Services, Office of Early Childhood, appointed.

The Disability-Benefit Support Contract Committee accepts and reviews proposals to fund projects or programs that study or pilot new and innovative ideas leading to an improved quality of life or increased independence for persons with disabilities.  For a term expiring July 1, 2018:

  • Julie Zane Busby of Denver, representing a statewide, cross-disability organization representing persons with disabilities, appointed.

The Colorado Human Trafficking Council brings together leadership from community-based and statewide anti-trafficking efforts to: build and enhance collaboration among communities and counties within the state, establish and improve comprehensive services for victims and survivors of human trafficking, assist in successful prosecution as outlined in House Bill 14-1273, and help prevent human trafficking in Colorado. For a term expiring August 1, 2018:

  • Sara Nadelman of Denver, to serve as a representative of a statewide coalition for victims of sexual assault, and occasioned by the resignation of Karen Elaine Moldovan of Denver, appointed.

The Mental Health Advisory Board for Service Standards and Regulations recommends standards and regulations for the programs of mental health services in any healthcare facility that has separate facilities for mental health care, or those health care facilities that have as their only purpose the treatment and care of mental illness. For terms expiring July 1, 2018:   

  • Sarah Elizabeth Banks, PhD of Denver, to serve as a representative of families with a person with mental illness, appointed;
  • Lisa Ryder Beaton of Denver, to serve as a representative of the public or private sector, appointed;
  • Elizabeth Lyons Lowdermilk, MD of Denver, a professional psychiatrist, appointed.
